Hello neighbors,
Below you’ll find some important updates of Carmel’s development, including the Restoracy of Carmel Illinois Steet Townhomes and the 31 Subarea Plan. Remember, your feedback in vital to making Carmel a city that works for its residents; don’t be afraid to make your voice heard.

CITY COUNCIL MEETING UPDATES
Persons Who Wish to Address the Council
Jo Meisenheimer spoke in favor of U.S. 31 Subarea Plan including resident feedback and supporting neighborhood transistions.
Mark Dewart thanked us for listening to feedback about the U.S. 31 Subarea Plan, but wants the Council to include details found in the Unified Development Plan.
Gus Navarra encouraged the Council to support the transition area in the U.S. 31 Subarea Plan and to help decrease the risk of traffic accidents.
Dee Fox appreciates that feedback was incorporated in the U.S. 31 Subarea Plan and spoke in favor of approval.
Joe Vaughn expressed concerns about transparency regarding posting of meetings on parking and infrastructure projects.
Brandt Boorum asked for additional party near 630 Third Avenue SW because his business, Senior Home Companions, tends to become the de facto overflow parking lot or Christkindlmarket and other events.
Deb Carpenter expressed concern about Restoracy Project encroaching on neighborhoods.
Allie Missler spoke about flooding in her yard next to the Restoracy Project.
Council Comments
Councilor Minnaar invited everyone to hear about the blind spots found in our Unified Development Ordinance by a “missing middle expert.” There will be an open Q&A session about the project on March 26 at 9:00 am in City Hall.
Land Use Committee
I am confident that your community input has led the Council to create a 31 Subarea Plan that spurs development while protecting our existing neighborhoods.
We are now working on the Home Place Subarea plan
It was a joy to meet the neighbors who have been so engaged with Home place!
We heard feedback at the meeting and are working with the Department of Community Services to finalize the plan.

Finance Committee
The Finance Committee wants to change a sign that says no parking from both sides of Autumn Drive to the south side only, and add a sign that says parking is allowed on the north side.
They requested that it be sent back to committee so that residents that weren’t able to make the meeting due to confusion on notices have an opportunity to speak.
Come to their next meeting on Tuesday, April 14, in the Council Chambers.
Mayor’s Advisory Committee on Senior Living
A team at IU Health has completed an assessment as part of the AARP Age-Friendly Community process.
Come hear the plan on April 26 at 5:30 pm in the East Chambers.
From this point, they will create an action plan to become an AARP Age-Friendly Community.
Old Business
Ordinance Z-703-26
Approved
This ordinance consists of architectural upgrades to Illinois Townhomes inspired by feedback from residents and the Council.
They will ideally break ground on November 1, 2026.

Rejected
These ordinances discuss Green House Cottages and Restoracy of Carmel Projects.
Developers showed new plans regarding landscaping, fencing, and engineering.
The Council rejected this for several reasons, including stormwater concerns, fears that the property would encroach on neighborhoods, and funding issues.
Skilled nursing beds are a critical need in Carmel. However, I do believe we must be mindful of neighbors whose properties are at risk of further flooding.
I am committed to working with the developer to craft a plan that increases the number of beds while accounting for engineering issues. I hope that the Council will see a new proposal within the year.

Carmel Swim Club is hosting the Indiana Age Group State Championship Swimming throughout the weekend. Come support our swimmers!
Come to the Carmel Winter Farmer’s Market every Saturday until March 28.
